THE HAGUE – Caribbean students in the Netherlands still have problems getting a citizen service number. The National Ombudsman drew attention to this two years ago, but says that nothing has actually changed. According to him, there is more attention, but there are no real solutions yet.

Caribbean students do not yet have a BSN number when they come to the Netherlands. They will only receive this after they have registered in the Personal Records Database.

To do this, they must first have a residential address. But finding a student room is difficult due to a shortage on the housing market.

A citizen service number (BSN) is the gateway to all kinds of facilities. Without BSN, students cannot open a bank account and take out health insurance. Obtaining a DigiD to gain access to government services is also not possible.

The Ombudsman does not understand that people with the same passport are treated as foreigners. “It can’t be that complicated,” he said in the Radio 1 news this morning.

The problem is currently exacerbated by the housing shortage in the Netherlands.

Many students cannot get a room and therefore have no permanent address.

“Caribbean students can hardly rely on family and friends 8000 kilometers from home,” said the Ombudsman.
