With amazement we listened to appointed Commissioner Xavier Blackman’s explanation on why the NA/HEYLIGER Executive Council had to scramble to “fix” their 2010 Budget faux-pas!
The DP Board’s analyses is as follows: The National Alliance without consulting their coalition partner Heyliger, took moneys from portfolios Theo is in charge of, such as Garbage collection, and moved it to portfolios that fall under National Alliance commissioners. This is obviously an attempt to strangle Heyliger’s efforts in his areas of responsibility. When DP’s Roy Marlin went public with the information after studying the draft budget sent to him and revealed what was going on, Theo bristled at his “new found friends” and the National Alliance had to scramble to, as Democratic Party Leader Sarah Wescot-Williams called it: “kiss & make up”. The NA allocated and re-allocated to make things right with their coalition partner and now conveniently blame the local men and women in the Finance Department for “sending out the wrong draft”. These are the same local professionals who during the DP tenure were able to build up cash reserves of no less than NA Fls 63 million and are now seemingly becoming the sacrificial lamb because of the apparent inability to manage the preparation of a budget by the National Alliance hand-picked Commissioner of Finance. Statements by Commissioner Blackman such as claiming he has “finally found a heavyweight to manage the Finance Department” can’t do much for the self esteem of the local professional who has been running the department on an interim basis for years now! The DP wonders were the additional funding to fix the budget deficit crises came from!
With this one issue, the National Alliance top brass has: 1) Upset their Coalition partner Heyliger, 2) conveniently “bent” the truth and 3) thrown our civil servants under the proverbial bus.
